Surfer C4 (w/ C2 Backup)

Takes pressure off of drawing Cerebro, you still have a functional Surfer deck without it.  Rocket and Medusa can be 2 or 4 power.  Surfer can take the 0 power's to 2 for a C2 deck, or the 3 cost 2 power's up to 4 power for a C4 deck.
