The deck is design to play Modok on turn 6. After the nerf to Chávez Modok on turn 6 + 1-cost card feels the best way to play discard

If we reach the last turn without Modok in the hand we'll use Jubille to thin the deck and Iron Lad to reach one last card in the deck and play Modok. Both of them if Zabu is on the board
