This is the list I used to hit Infinite from rank ~60. I initially switched to this deck to have fun and take a break from other meta decks like Destroyer, but found I was having great success due to the element of surprise. Cerebro is an excellent choice for the ladder as you can easily farm 8 cubes from unsuspecting players.
I played a bit of cerebro-3 but didn't enjoy it as much as 2, Goose is one hell of a card, and Storm > Scarlet Witch. The Watcher is also a personal favourite of mine for seeing which locations you can play into early. He also determines if you should snap or retreat on turn 1.
If you haven't played a cerebro deck before, you have to set yourself some rules and stick to them in probably 90% of cases. You also have to get ready to retreat from A LOT of games. The idea is to Min/Max cubes and only try to go for 1 cube loses and 4/8 cube gains. My rules were as follows:
1. Retreat as soon as Monster Island is revealed.
2. If all 3 locations interfere with the strategy... Retreat.
3. Snap if you have Mystique and Cerebro in hand AFTER seeing the 3rd location.
4. Retreat if you get an RNG location (e.g. District X, X-mansion) and your opponent snaps.
5. Subterranea = Retreat UNLESS you already have Cerebro or Mystique in hand, in which case you can play it out until turn 6. Cable will draw an opponent's rock.
Those are probably the most important rules to follow, if I think of more I'll update them.
The Strategy to the deck is fairly simple: Fill 2 locations with 3-4 cards and drop Cerebro and Mystique on turn 6 (IN THAT ORDER, ALWAYS UNDO ALL TO CHECK ORDER). In some cases 2 cards alone will be enough. The maths is easy to follow:
2 power cards become 3 power with a turn 5 Blue Marvel play. Your 3 power cards become 5 power with Cerebro and 7 power with Cerebro into Mystique.
Other things to point out:
Goose will not let you play Blue Marvel in the same location, plan around that. Goose also protects you from Enchantress.
The best follow up to Storm is Mister Sinister or Brood (I do not own Brood).
You can play Cerebro on turn 5 into the location that gives +2 power on turn 5 (by extension you can play it turn 4 there and Mystique on turn 5 but I never did this - it probably won't come up). Cerebro on turn 5 along another 2 power card is fine if you need to spread more power as this allows you to follow up with Mystique and another card on turn 6 (MAKE SURE THE LAST CARD YOU PLAYED ON TURN 5 IS CEREBRO).
Replacements:
Luke Cage should theoretically be a great tech choice for this deck as we only have one location remover. This means you don't have to auto retreat to a enemies Scorpion play (even after they've played Scorpion) or worry about power reducing locations.
Brood will be great for filling a lane as a Storm follow up, and in general great for the raft.
There is no replacement for Goose. Goose is MVP.
Daredevil wouldn't do much in this deck, it would only really help out to counter opposing prof X or Hobgoblin plays.
I don't have Invisible woman either, but I think she would only be good for hiding cerebro mystique and not much else in case you couldn't or didn't want to play them on turn 6 (because of Mindscape).
